Flag March of Islamabad Police to Maintain Peace in Muharram

To keep the city calm and peaceful during Muharram, the Capital Police marched with flags in various locations. The leader of the flag march was SP (City) Nowsherwan.

Flag marches are being held at various locations, according to SSP (Operations) Malik Jameel Zafar, to increase security. He also noted that rigorous monitoring would be kept, as in past years, to maintain the city’s law and order situation.

The flag march was attended by all of the zonal SDPOs, SHOs of police stations, Islamabad Traffic Police officials, Bravo cars, police commandos, Rescue-15, and patrolling police officers.

The flag march began at the Pakistan Sports Complex and ended there after traveling through other parts of the city. The law-enforcing agencies, Pakistan Rangers, and the administration of Islamabad participated in the flag march.

The SSP (Operations) instructed all zonal SDPOs and SHOs to prepare rigorous security measures during Muharram, including plans for utilizing metal detectors to examine participation in “Majalis” and processions. To guarantee that security measures taken by peace committees and the police are effective, strict vigilance must be maintained.

He promised that the specified routes and strict observance of processional timings would be made sure to be followed. He also ordered the employment of commando vehicles for efficient patrolling.

According to SP (City) Nowsherwan, the major goal of the flag march is to strengthen the state of law and order and increase security in Islamabad during Muharram. Islamabad Capital Police are constantly prepared to handle any unfavorable situation so that evil forces cannot achieve their evil objectives. 

He advised that with reference to Muharram, all police personnel should continue to work in close coordination with the organizers. All SHOs were given instructions by him, and he emphasized the need for rigorous security measures. All police officers, he advised, should step up patrolling in their individual neighborhoods and improve the effectiveness of snap checks.

To guarantee efficient policing, SSP (Operations) has also urged residents to assist the capital police.

The Government Announced a Two-day Holiday for Ashura

Like every year, the government has announced a two-day holiday for Ashura, for the 9th and 10th of Muharram that is falling on the 8th and 9th of August, 2022.

Guidelines for Holding Gatherings and Processions

Security Protocols

After holding a thorough meeting with the leadership of various schools of thought on Tuesday, the Special Representative of the Prime Minister for Interfaith Harmony and the Middle East, Hafiz Tahir Mehmood Ashrafi, has issued protocols to maintain law and order in Muharram-ul-Haram.

The protocols, according to Ashrafi, who is also the chairman of the Pakistan Ulema Council, have been issued in light of Paigham-e-Pakistan to prevent any undesirable situations, especially during the holy month of Muharram.

He said that the PUC was working with the heads of all schools of thought and trying to put the following “code of behavior” into effect at each individual forum in letter and spirit.

He added that the leaders of PUC and MUB will pay trips to significant cities in that regard and that a meeting of the Muttahida Ulema Board (MUB) was also scheduled for July 24 in Lahore.

The primary principles of standard operating procedures are that promoting anarchy and chaos is a national crime and that sectarian hatred, armed sectarian violence, and practices of imposing one’s ideas on others by force and compulsion are against the laws of Islamic Shariah.

All sects’ religious scholars, including Ulema, Mashaykhs, and Muftis, reject extremism-fostering negative thinking.

NCOC Issues COVID-19 SOPs for Muharram

According to NCOC standards, the emphasis is mostly on following COVID-19 standard operating procedures (SOPs) during Majalis and processions, such as wearing masks and having sanitizer on hand and using it.

The immunization of Zakirs and Majalis participants will be required, and the involvement of children, the elderly, and other vulnerable populations will be prohibited. The NCOC suggested that the location for the Majalis should be open, roomy, and equipped with enough ventilation.

During Majalis and processions, masks must be worn, and social distance must be maintained. The organizing committees will make sure that masks, sanitizers, and hand washing facilities are available at the entry.

The venues’ capacity will be determined in accordance with social distance protocol, and any participants who exceed the specified capacity might not be allowed. For the purpose of preventing congestion upon arrival and during the dispersal from the venue, strict regulation at the entry and departure points will be guaranteed.

The center also suggested that Majalis be discouraged in places like residences and private gatherings where SOPs cannot be applied properly. Additionally, it was suggested that live streaming could help encourage those over 65, kids, and people with co-morbid conditions to attend Majalis at home.
