Two additional residential projects/housing schemes in Zone V were deemed illegal by the Capital Development Authority. Zone v Islamabad’s Capital Residencia and Royal Gardens on Japan Road have been ruled unlawful by CDA.
Under section 49-C of the CDA Ordinance 1960 and the ICT Zoning Regulations 1992, the Capital Development Authority has published a notice stating that residential developments are being promoted and publicised without the CDA’s approval.
The CDA notice states that no housing scheme may be floated or launched in Islamabad by private sponsors without the CDA’s approval in accordance with the provisions of the ICT (Zoning) Regulation 1992 amended in 2010 and the Modalities & Procedures framed for Planning and Development of Private Housing Schemes in ICT Islamabad.

The CDA notice states that because there is a lack of compliance with ICT regulations, the current situation is concerning and poses a risk to public safety and property.
The public has been cautioned by CDA not to book, sell, or buy anything in these unlicensed land subdivisions or housing schemes. Before making any investments, the public is also urged to verify the scheme’s legal standing with CDA. You can also check the CDA website, www.cda.gov.pk, for approved scheme layout plans and updated status information. In the event of fraud or damage, CDA disclaims all liability.
Additionally, the Capital Development Authority has requested that the IESCO, SNGPL, and PTCL refrain from providing utility connections to these illicit projects while they are still being developed without the CDA’s consent.
Additionally, the CDA has issued a warning to the organisers and sponsors of illicit schemes to desist from selling plots, real estate, and flats through unlawful means, including by booking, allotting, and transferring them. Additionally, CDA has requested that the management of these organisations immediately cease all building.
In the event of a failure, the sponsors would be subject to severe disciplinary action under the CDA Ordinance 1960, the ICT (Zoning) Regulation 1992, and the Building Control Regulations 2020 (amended 2023), according to the CDA.
