ISLAMABAD: Four Capital Development Authority (CDA) employees have been detained by the Federal Investigation Agency (FIA) on suspicion of taking part in the preparation and transfer of three bogus plots in D-13, Islamabad, through fraud.
Sources claim that the arrests happened after a local court cancelled their pre-arrest bail.
According to the specifics, an investigation found that Abdul Rasheed was dishonestly given the plot numbers 38, 39, and 40, each measuring 50 feet by 90 feet (500 square yards), located on Street Number 92, Sector D-13/3, Islamabad.

His false assertion that he owned 12 kanals of land in Mouza Shah Allah Ditta—purportedly purchased by the CDA under award made on August 22, 2008—was the basis for this allocation.
Additionally, stamp papers released in 2019 that supported the transaction’s fraudulence added to the skepticism regarding the validity of this allocation.
“It has also been established that the entire files of the said plots were prepared/constructed in back date with mala fide intention and illegal gain by adopting fraudulent, bogus, and mala fide omission and commission by the accused persons with the connivance of one another,” the First Information Report (FIR), filed in February of this year, stated.
Additionally, the FIA started legal proceedings against 10 CDA employees who were involved in this affair.
Four of the ten were detained after having their pre-arrest bail revoked, including the former Gardawar Sheraz, dealing assistants Aftab Jaffrani and Mukhtar Solangi, and the former Assistant Director Inayatullah.
The case first came to light in 2020 when the CDA’s security directorate discovered anomalies and opened an investigation.
The FIA conducted its investigation after receiving a referral from the CDA, which revealed the involvement of the aforementioned officials.
