CDA Calls for e-Bids to Build Islamabad’s New Cricket Stadium

The Capital Development Authority has invited electronic bids from well-reputed construction firms for an upcoming project, according to an e-bid invitation issued by its Procurement and Contract Wing.

As per the notice, the CDA is seeking bids from firms registered with the Pakistan Engineering Council in Category C-A. The bidding process will follow the EPC model, which includes engineering, procurement, and construction, and will be carried out under a two-stage, two-envelope system in line with Public Procurement Regulatory Authority rules.

The tender notice states that complete electronic bidding documents, including technical specifications, terms, and conditions, are available for registered bidders on government e-procurement platforms such as EPADS and the PPRA portal.

Interested firms must submit their bids online through the EPADS system by 11:30 am on February 16, 2026. A bid security amounting to Rs 120 million is mandatory and must be submitted in the form of a pay order or call deposit receipt in favor of the DDO Procurement and Contract, CDA. The authority has clearly stated that manual bids will not be accepted.

Electronic bids will be opened on the same day at 12:00 pm in the presence of the CDA Procurement Committee and authorized representatives of the bidding firms. The bid opening will take place at the CDA Secretariat located in Sector G-7/4, Islamabad.

The move reflects CDA’s continued focus on transparency and digital procurement, ensuring fair competition and efficient execution of development projects in the federal capital.
