CDA Finalises BuP Awards for Sector C-15
According to news reports, the Capital Development Authority (CDA) has completed the pending built-up property (BuP) awards for Sector C-15 in Islamabad, marking a significant accomplishment. Construction activity in the area is likely to be facilitated by the conclusion of BuP awards. Since the CDA purchased Sector C-15 in 2008, there have been delays in informing the BuP awards, which have slowed down sector building.

Prior to this, development efforts in the area had started, but they were resisted because of unresolved BuP awards in the Dhoke Baba Ashraf area. The CDA introduced the BuP awards in 2016 to address this issue, categorising around 170 cases as A (approved cases) and approximately 350 cases as B (incomplete documentation) lists.
The BuP awards for Dhoke Baba Ashraf were recently declared by Deputy Commissioner (DC) Sardar Asif, making 287 landowners eligible for compensation after fulfilling the requirements. But it later came to light that half of these people had already received compensation in the form of land, and the other half would get plots in exchange for their outstanding lawsuits.
Furthermore, only 174 of the 337 instances on the B list were approved for transfer to the A list after being reviewed by the deputy commissioner’s court, which rejected the other cases. According to the court judgement, the petitioners’ petitions are now concluded and no further action is required because a sizable length of time has passed and they have had plenty of opportunities.

The importance of concurrently announcing the land award and BuP award for any particular sector was emphasised by a representative of the DC’s court. With the completion of the Sector C-15 land and BuP allocations, this issue has been definitively settled.
The need of refraining from the CDA’s earlier practise of announcing partial awards was emphasised by Deputy Commissioner Sardar Asif. This practise had led to extensive litigation. He commended the DC court staff and estate wing for their weeks-long work to complete Sector C-15’s prizes. The CDA will assign sites to qualified applicants after computerised voting using Nadra.
