ISLAMABAD: The Margalla Hills National Park (MHNP) border pillar installation project that the Capital Development Authority (CDA) started a few months ago has been put on hold.
Although reports suggest that the CDA suspended construction after putting up a few hundred pillars, the CDA claimed in August that the exercise would be completed in two months.
The project is currently on hold as a result of the tendering process. We initially started the exercise with our own resources before inviting bids. According to a CDA director, the project was postponed because we ultimately chose to undertake a formal tendering procedure.
He said that after the tendering process, the work would start shortly. The boundary follows non-acquired privately owned territory in Shah Allah Ditta and a few places in Bhara Kahu, the director said. In the interim, the Survey of Pakistan has completed demarcating most of the areas.

Before work starts up again, the “proper tendering process” will be followed.
“Almost 60% of the demarcation work was completed while we installed a few hundred boundary pillars,” a spokesperson claimed before the work was halted. It is significant to note that the Islamabad Wildlife Management Board (IWMB), the guardian of the Margalla Hills National Park, recently shared with the CDA a resolution it just passed regarding the national park and the demarcation process.
A CDA report that was given to the CDA board last month contained both the IWMB’s complaints and the resolution. “The MNHP is composed of three types of land,” it stated. “The Reserved Forest Compartments, the CDA-acquired property, and the Military Grazing property, which was once owned by the Punjab Forest Department and leased to CDA in 1971. The IWMB resolution states that although the villages included in the MHNP out of the acquired villages have several problems, there is no doubt about the Reserved Forest Compartments and Military Grazing Land.
The document that described the issues with communities’ land in the national park claimed that the notification from 1980 did not contain the “Khasra” number and accurate amount of land. So, when the massive was displayed on Google Maps prior to being defined by the Survey of Pakistan, it was found that some villages, including Saidpur, Kalinger, Sinari, and Sanduie, are partially part of the sectors.

There is unquestionably no overlap; rather, the notification, which the Ministry of Urban Affairs published in 1980, had a mistake in it. According to the newspaper, “the notifications for the other national parks throughout the country have the precise quantum of land with khasra number.”
It continued by stating that the area next to Shakarparian designated for sports and recreation in the Master Plan was also included when the announcement was made at the time, which resulted in frequent objections from the IWMB.
In the summary, it is stated that “Now, the IWMB has conveyed through a letter that the areas which the claim to have been encroached may be swapped with the acquired land available within immediate proximity of the Margalla Hills, the establishment of the buffer zone in Zone III and demarcation with revised boundaries.” In order to settle on this summary, the CDA board opted to wait until the demarcation procedure was complete.

It is crucial to keep in mind that in January of last year, the Islamabad High Court (IHC) ordered the CDA to demarcate the boundaries of the MHNP within 60 days. However, the CDA disregarded the IHC’s order. Initiation of the procedure was made in August of this year, but it was later postponed.
In light of the IHC decision, the CDA created a five-person committee in March of last year to carry out the national park designation.

According to the notification dated March 1 of last year, members of the board would comprise, among others, representatives from the Survey of Pakistan and the Military Ministry.
“The respective secretaries of the Ministries of Defence, Interior, and the Chairman [of] CDA shall jointly conduct a survey and demarcate the unharmed area of the notified national park,” the IHC judgement stated. The survey and delineation must be finished within 60 days of the date of this order. If no environmentally appropriate use could be found within four weeks, the massive naval golf course in the MHNP would be locked off and razed, as the court had previously ordered the CDA to do.
Additionally, the IHC dismissed the military’s claim to more than 8,000 acres of national parkland and gave the CDA the go-ahead to shut down Monal Restaurant. Later, the Supreme Court granted the operator of Monal’s request for a stay.
