Digitization of Land in Rawalpindi is Still Incomplete
Over the past three years, there have been significant setbacks to the district of Rawalpindi’s efforts to digitise its land revenue records, including repeated missed deadlines and leadership changes.
For precise land documentation and to prevent land encroachments, the digital “girdawari,” or process of surveying rural regions and gathering land and crop records, is essential.
According to a district administration representative, the province has started the first iteration of the digital “girdawari” procedure. They asserted that more than 10 million property document modifications, which include details of land transfers, had been computerised. Nevertheless, despite the land revenue act’s necessity for biannual inspections, the “girdawari” had not been carried out in recent years due to modifications to the Patwari system.
In the “girdawari,” land revenue inspectors evaluate the condition of rural land, the presence of tube wells, the kinds of crops being grown, and if the land is being used for commercial purposes. People have faced difficulties as a result of the lack of digital documents, particularly when it comes to the transfer of inherited land.
The process of finishing the income record of Rawalpindi remains unfulfilled despite eight deadlines being set by five successive commissioners over the course of the previous three years. The completion of the digital “girdawari” by the most recent deadline of June 30, as set by Divisional Commissioner Liaquat Ali Chattha, has been called into question due to the slow development and failure to meet deadlines.
Additionally, despite efforts to enhance revenue concerns in Rawalpindi tehsil by dividing it into three revenue tehsils, the division’s intended goal has been hampered by the fact that there is only one tehsildar in charge of it.
In terms of finishing land records, Rawalpindi tehsil falls behind other tehsils. Out of a total of 321,334 “khasras,” or land unit allocations, 310,810 (or 96%) have been finished in the Rawalpindi tehsil, while 99 % have been finished in Taxila, Gujar Khan, and Kalar Syedan.
The commissioner, in reaction to the delays, formed a special team to complete the unfinished revenue records and gave deputy commissioners the order to suspend patwaris whose land records were still incomplete. The deputy commissioners do not appear to have followed these orders, nevertheless.
Positively, Liaquat Ali Chattha, Commissioner Rawalpindi Division, recently gave all assistant commissioners instructions to supervise the construction of the digital “girdawari” and ensure that it is finished by June 30. This instruction emphasises the task’s priority and emphasises how urgent it is.
