Dubai has taken a major step toward future-proofing its infrastructure by approving the immediate start of a deep-tunnel drainage project. The new system is designed to protect the city from flooding for the next 100 years and is one of the largest infrastructure projects in Dubai’s history.

The decision comes after the record-breaking rainfall in April 2024, which caused severe flooding and disrupted normal life in the city. The incident highlighted the need for stronger and smarter infrastructure that can handle extreme weather.

Speaking at the Mohammed bin Rashid Leadership Forum 2025, Dubai Municipality’s Acting Director General, Eng. Marwan Bin Ghalita described the heavy rainfall as a wake-up call. He said that although the event caused problems, it also gave valuable lessons for the future. He praised the teamwork of both government and private sector organizations in responding to the crisis.

The deep-tunnel drainage system will support Dubai’s urban growth for decades and ensure that the city remains resilient to climate challenges. The project will be carried out through public-private partnerships, bringing together global expertise and investment. Bin Ghalita stressed that such a massive project cannot be achieved without private sector collaboration, adding that Dubai’s global reputation attracts partners from around the world.

Technology will also play a key role in this development. Dubai Municipality is using advanced Geographic Information Systems (GIS) to identify flood-prone areas and run real-time simulations. Data sharing across government systems is being improved to allow quicker and more effective responses during emergencies. According to Bin Ghalita, the project is not only about building tunnels but also about creating smart databases that support fast and informed decision-making in times of crisis.

This move is part of Dubai’s larger vision to become the best city in the world, built on innovation, resilience, and collaboration. The leadership forum, hosted at Dubai World Trade Centre under the patronage of Sheikh Mohammed bin Rashid, gathered more than 1,000 leaders from government and private sectors to discuss strategies for shaping the city’s future.

With the approval of this project, Dubai is setting a global example of how cities can prepare for the challenges of climate change while ensuring sustainable growth and development.
