ECP Bans New Housing Society NOCs to Safeguard Land Usage
The Election Commission of Pakistan (ECP) has ordered a restriction on the issuing of No Objection Certificates (NOCs) for new housing societies in an effort to stop unplanned urban sprawl and conserve priceless green spaces and agricultural land. As a result of this judgement, all urgent matters that were previously approved by deputy commissioners must now receive the commission’s consent.
The ECP’s action is a reaction to the alarming increase in land use adjustments that the provincial governments have started in several districts. The encroachment on vital green spaces and productive agricultural land has been caused by the unregulated approval of NOCs for various housing societies. Experts caution that if this trend continues, it could lead to an unplanned and disorderly urban growth that could encourage corruption hotspots in particular areas.

The ECP’s notification also emphasises how crucial it is to not rely on the caretaker government when making policy decisions, even in times of operational necessity. The ECP emphasises that while routine crises can be handled by the caretaker administration, important policy decisions must be tabled for input from the elected administration.
The Election Commission has issued an order to stop issuing new NOCs right now, with a clear direction to inform all deputy commissioners of this decision. Exceptional situations that call for immediate action will be assessed, but only following a careful examination and commission approval process.

The caretaker administration is required to follow the commission’s rules and regulations and to provide a convincing reason for any special measures they think necessary due to land use issues or other issues.
