FBR Confiscates Three Benami Plots Worth Rs. 60 Million in Islamabad

The Federal Board of Revenue (FBR) has confiscated three plots in Islamabad worth around Rs. 60 million as part of its ongoing action against benami, or proxy-owned, properties.

The action was taken by the Anti-Benami Initiative (ABI) Zone-I in Islamabad after receiving information that the plots were registered in the names of individuals acting as front owners. Investigations showed that a housing society had allotted these plots to people who could not prove they had the financial means to purchase such high-value properties.

Authorities issued notices to the registered owner, but they failed to provide evidence of sufficient income or resources. Following this, the FBR took possession of three plots: Plot No. 238 measuring 520 square yards, Plot No. 495 measuring 600 square yards, and Plot No. 515 also measuring 600 square yards.

After the confiscation, full ownership and rights of the properties have been transferred to the federal government under orders issued by the Benami Transactions Adjudicating Authority. The investigation confirmed that the registered owner was not listed with the FBR and did not have the financial capacity to own the properties, identifying them as proxy holders rather than actual owners.

The confiscation was carried out under Section 25 of the Benami Transactions (Prohibition) Act, 2017, through an order issued on February 20, 2026. The Commissioner of Benami Zone Islamabad implemented the order with the support of the local police.

Authorities have also placed signboards at the sites, declaring the properties as confiscated and now owned by the federal government under the law.
