FBR Gets Powers to Terminate Utility Services for Non-Filers
Islamabad: According to news sources, the federal government issued a law permitting the Federal Bureau of Revenue to disconnect electricity for non-filers not on the Active Taxpayer List (ATL).

The decision was made to broaden the tax base and bring more individuals into the tax net. The FBR will be entitled to take off Sui-gas connections, power, mobile/SIM cards, and bank accounts if the individual is registered but not on ATL following the ordinance’s promulgation. In addition, the board will stop gas and electricity for individuals and Tier-1 retailers who are either unregistered or registered but not “integrated in accordance with section 3(9A) of the Sales Tax Act 1990.”
The requirements are implemented under the new section 114B of the Income Tax Ordinance of 2001. (powers to enforce return submission). The FBR will now be permitted to send tax notices to people who are obligated to file tax returns, and if they fail to do so, the corresponding actions would be taken.

Similarly, the National Database and Registration Authority (NADRA) is now compelled to share asset and liability information with the Federal Bureau of Revenue (FBR) upon request. In order to avoid annoyance and legal action, the FBR has issued harsh warnings to tax evaders to file returns by the deadline. Tier 1 retailers not registered with the tax administration are subject to stricter rules.
