FIA Investigates Multi-Billion Land Scam in CDA
Islamabad: FIA opened an investigation into the alleged multi-billion dollar CDA quotation scam. The Capital Development Authority (CDA) has provided records to the Federal probe Agency (FIA) in order to begin a probe into an alleged multibillion dollar fraud. Two committees were formed by the CDA to investigate the case last year, but little was accomplished. But the FIA has just started looking into the matter.

When the PTI government was in power, several CDA directorates completed projects worth billions of rupees without using the tendering procedure. The CDA granted the FIA access to the quotation records for the Road Maintenance and Environment directorates after receiving approval from the appropriate authority. A CDA spokesperson admitted that the investigation is underway and that CDA is cooperating with FIA.
The CDA is allowed to carry out emergency work utilising the quotation method without floating tenders as long as the cost does not exceed Rs. 500,000. However, by choosing quotations over open bids for their projects, a number of CDA directorates broke the rules. Including:
- Sports
- Road and Market Maintenance
- Environment, Water, and Sanitation
- Machinery Pool Organization (MPO)

The enormity of the scam is highlighted by estimates that over Rs. 20 billion worth of work was completed using quotations. There are also allegations of manipulating payments for other projects. Some directors disobeyed the directives and continued to use the quotation practises even after the former CDA chairman became aware of the situation and issued warnings to follow the tendering procedure.
