Government earns extra Rs1,998 billion from non-tax sources

The federal government recorded a significant surge in non-tax revenue during the fiscal year 2023–24, with collections rising by Rs1,998 billion. This growth was largely fueled by a sharp increase in petroleum levy income and profit transfers from the State Bank of Pakistan (SBP).

Official figures show that total non-tax revenue reached Rs4,959 billion—up considerably from the previous year. A major portion of this revenue came from the petroleum levy, which hit a record Rs1,220 billion, marking a year-on-year increase of Rs201 billion compared to Rs1,019 billion previously.

Looking ahead, the government projects even higher revenue from the petroleum levy in the current fiscal year, targeting Rs1,468 billion—a further increase of Rs248 billion.

According to the Ministry of Finance, the levy on petrol and diesel has steadily increased, now reaching up to Rs78 per liter. This includes a newly introduced Climate Support Levy of Rs2.50 per liter, expected to generate Rs48 billion in the current year. Officials noted that incremental hikes in the levy will continue throughout the fiscal year.

In addition to petroleum-related collections, the State Bank of Pakistan contributed significantly to non-tax revenues, transferring Rs2,619 billion in profits to the federal government. Together, these sources underline the government’s growing dependence on non-tax income to meet fiscal targets.

For the fiscal year 2024–25, the total non-tax revenue is expected to reach Rs5,147 billion, further emphasizing the importance of alternative revenue streams beyond traditional taxation.
