Government to Block Non-Filers' Bank Accounts Under Amended Finance Bill 2024

According to sources, the proposal to freeze the bank accounts of non-filers was originally included in the Finance Bill 2024, but it was not passed. Now, the government may consider blocking the bank accounts of non-filers who do not respond to notices until they appear on the Active Taxpayers List (ATL).

The Pakistani government is getting stricter on tax compliance with the  Amended Finance Bill 2024. This bill proposes important  Government Action on Non-Filers, including:

  • Blocking Bank Accounts: If passed, the bill could authorize the Federal Board of Revenue (FBR) to freeze the bank accounts of individuals who haven’t filed tax returns (Non-Filers’ Bank Accounts). While deposits might still be allowed, withdrawals would be restricted until the non-filer files appear on the Active Taxpayers List (ATL).
  • Fixed Sales Tax on Mobile Phones: The current 18% sales tax on imported mobile phones could be replaced with a fixed amount depending on the brand. This aims to simplify the tax structure for mobile phone imports.
