Beginning July 1, 2025, the National Electric Power Regulatory Authority (NEPRA) has been formally asked by the federal government to establish a consistent electricity rate throughout Pakistan, including Karachi.
The power sector subsidies have been cut by 13% from Rs. 1.190 trillion in the previous fiscal year to Rs. 1.036 trillion for FY 2025–2026.
Last year, the national average tariff was Rs. 35.50 per kWh; this year, it is Rs. 34 per kWh.

Under Section 31(4) of the NEPRA Act, the proposal asks NEPRA to impose a single, consistent tariff on all state-owned discos, along with quarterly modifications. The motion makes it clear that the goal of this universal tariff system is to rationalize rates within authorized revenue requirements, not to increase federal income.
Furthermore, the government wants to keep K-Electric customers’ end-user tariffs consistent before and after its possible privatization.
Additionally, separate motions for KE and Discos have been submitted. On July 1, 2025, NEPRA will host a public hearing to discuss the proposed uniform tariff application.
