Government Plans Major Transfer of Civil Servants to Surplus Pool

In a significant move aimed at streamlining public sector operations, the federal government has initiated the process of transferring a large number of civil servants to the Surplus Pool as part of its ongoing rightsizing drive. The decision, driven by directives from the Establishment Division, is expected to impact multiple departments, including the Federal Board of Revenue (FBR).

As per official instructions, the Establishment Division has asked all Ministries, Divisions, and Departments to report available vacancies for direct recruitment immediately in the specified format. This step is essential to ensure the timely and efficient adjustment of surplus employees across government offices.

In response, the FBR has issued comprehensive guidelines to its departments, including Chief Collectors/Directors General of Customs field formations, Collectors/Directors of Customs, and Collectors of Customs (Appeals/Adjudication). These instructions emphasize the need to provide complete data on available positions and surplus staff.

The FBR further directed that Collectorates and Directorates under the administrative jurisdiction of Chief Collectors or Director Generals must furnish relevant information to the Board. However, Collector (Appeals/Adjudication) offices are instructed to independently submit their reports.

Additionally, all departments are required to compile data on vacancies against Direct Quota and Promotion Quota and submit the information to the Establishment Division for further processing.

This move reflects the government’s continued focus on public sector reform, reducing redundancy, and optimizing workforce efficiency within federal institutions. As the rightsizing policy unfolds, further restructuring across various ministries and departments is expected in the coming months.
