Illegal Constructions Caused Nullahs to Overflow in Islamabad
Islamabad: The terrible occurrence in E-11, where two persons died as a result of urban flooding while three automobiles and many motorcycles were washed away, was caused by a lack of regulatory oversight of housing societies on the part of the civic agency and district administration.
As surging water from an overflowing nullah broke through the back wall of the unapproved Medical Cooperative Housing Society in E-11/2 and reached the basement, a lady and her kid were killed.

The centrally located E-11 neighbourhood is littered with unapproved high-rise structures and various shady cooperative housing projects. The Capital Development Authority (CDA) and district administration, which deal with such housing developments, did not, however, take any significant action against them.
Many homes and business buildings had their basements flooded, and building owners continued to work on draining the water until dusk.

According to CDA sources, the Medical, Federation, and Services cooperative housing schemes lacked a no objection certificate from the civic agency and an approved layout plan. They said that although the Medical Housing Scheme’s floor plan was approved, it was cancelled many years ago as a result of infractions.
According to Mr. Asghar, the society had received a show-cause notice, and the CDA had made the decision to examine the building and bylaws of every housing society.
