A new Hajj financing strategy has been developed by the government to assist people with low and intermediate incomes who are interested in performing the Hajj. The proposal, which is pending federal cabinet approval, would enable pilgrims to pay for their Hajj fees in three installments rather than all at once.

This proposal is reportedly part of the government’s latest Hajj strategy, developed by the Ministry of Religious Affairs. Under the policy, pilgrims would make a total payment of Rs1.1 million in three installments: an initial Rs200,000 before applying, Rs400,000 after the selection draw, and the balance before departure.
The installment plan is initiated to ease the financial burden on lower- and middle-income households, making the Hajj more accessible and affordable, according to Ministry of Religious Affairs officials.
The ministry underlined that this new strategy will give residents who have difficulties meeting upfront payment criteria much-needed support.
The Hajj Policy 2025 was approved by the federal cabinet last month through a circulating summary, establishing the official estimations for the cost of the government-sponsored Hajj package ranging between Rs1.75 million and Rs11.75 million.
