LAHORE: The Lahore Development Authority (LDA)’s Metropolitan Planning Wing has temporarily halted issuing No-Objection Certificates (NOCs) to new housing societies within its purview.
This choice was made in response to the Election Commission of Pakistan’s (ECP) worries over widespread land utilization in different Punjabi districts.
The Metropolitan Planning Wing has stopped issuing new NOCs, according to Chief Metropolitan Planner (CMP) Nadeem Akhtar Zaidi.
Sources claim that this action is being carried out in accordance with directives from the Housing Department, which was sent a letter by the ECP.

Midway through August 2023, the ECP sent out a letter prohibiting the issuance of NOCs for new housing societies and requiring ECP clearance in circumstances of urgency.
The ECP letter highlighted that the caretaker administration should refrain from making important policy decisions and instead focus on managing ordinary operational emergencies.
In addition, it noted that changes in land use brought about by the provincial government in a number of districts, along with the granting of NOCs to numerous housing societies by deputy commissioners, have sparked worries about the potential compromise of vital green spaces and productive agricultural land.
According to the ECP’s letter, this pattern could result in haphazard and uncontrolled residential growth, which could be followed by worries about corruption in some places.
It further stressed that the elected government is in charge of coming up with a suitable policy to deal with this issue.
Additionally, the letter urged authorities to inform all deputy commissioners of the decision to stop issuing new NOCs immediately.
The letter further stated that whenever the caretaker administration discovers critical issues in this situation or others, they should submit a persuasive argument for the commission’s evaluation and approval prior to taking any action.
The letter stressed the significance of the caretaker government adhering to the commission’s legislative mandate and regulations as they carry out their responsibilities.
