In a recent legal development, Akbar Hussain, a Sakwar local resident, was fined Rs. 61.5 million and given a two-year prison term for killing Astore markhors—a rare and protected wild goat species—illegally in the Gilgit area.
The illegal conduct was exposed when Hussain was captured by wildlife officials in Jutial Nala on Sunday night and they found that he was in possession of both the hunting rifle and markhor meat. Hussain appeared in front of Wildlife Magistrate Muhammad Isa’s court on Monday and admitted his mistake.
In addition to an extra punishment of Rs. 10,000, the court ordered a fine equal to the markhor’s worth, or Rs. 61.5 million. The court ordered that failure to pay the fine will result in an extra two years in jail.
The markhor is protected as a species by national and international laws, including the Convention on International Trade in Endangered Species (CITES). Legal hunting techniques do not apply to this situation, even if controlled hunting is allowed under certain circumstances.
Every year, the Forest, Parks, and Wildlife Department of Gilgit-Baltistan (GB) organizes regulated trophy hunting programs for endangered animals such as the Himalayan ibex, blue sheep, and Astore markhor. Four permits to hunt Astore markhor were sold in a record-breaking auction for the 2023–24 season—one of the licenses sold for a notable $186,000.
The sale included licenses for 104 rare species that are distributed over several G-B community conservation zones. On December 2, a Belgian hunter in the Astore district successfully obtained a 40-inch trophy for $177,000, marking the first trophy hunting of the Astore markhor for the current season.
The trophy hunting program, which was started in the 1980s, is limited to specific regions in G-B and follows CITES criteria. Local communities share in the cooperative endeavor by receiving eighty percent of the hunting fees; the government gives the remaining twenty percent to biodiversity protection and forest preservation.
