Only registered pilgrims with special visas can go to Iraq: Naqvi

Beginning January 1, 2026, all pilgrims from Pakistan visiting Iran and Iraq would have to register using an official system, according to Interior Minister Mohsin Naqvi.

During a trilateral meeting with Iranian and Iraqi officials in Tehran, Naqvi stated that under a new regulatory framework, specialised entities will be in charge of the safe return and transportation of pilgrims.

Following the conference, Pakistan, Iran, and Iraq unanimously decided to form a joint working group to address long-standing issues pilgrims encounter and enhance coordination between the three nations.

“We place a lot of weight on pilgrims travelling to Iran and Iraq. We’re determined to give them as many amenities as possible,” Naqvi stated.

He underlined that the only pilgrims who can enter Iraq are those who have registered with authorised group organisers. All group members’ repatriation will fall under the purview of these organisers, who will also make sure that no pilgrim overstays or departs without permission.

Introduction of a new registration and visa system

Only individuals who have been issued a special visa by the Iraqi Embassy will be able to travel under the new arrangement. Registration for group organisers has already started, and Pakistan’s updated pilgrimage management approach has received full backing from Iran and Iraq.

Naqvi clarified that no Pakistani will be allowed to dwell apart from their registered group and that solo travel will not be allowed.

In order to avoid overstays or unauthorised movement, he encouraged rigorous enforcement and gave authorities instructions to locate and stop unlawful travellers.

“Every effort is being made to guarantee the safe return of pilgrims who are granted visas to Pakistan,” he stated. “These groups will be required to return all pilgrims who go under their supervision.”

In the face of regional tensions, Pakistan supports Iran.

Speaking on regional security issues, the minister reaffirmed Pakistan’s steadfast support for Iran’s right to self-defence and denounced Israel’s recent attack on Iran.

“In every forum, Pakistan has consistently voiced its support for Iran,” Naqvi stated. “We have supported the Iranian people through tough times and will do so in the future. Iran and Pakistan are and will continue to be brothers.

Additionally, he thanked the Iraqi government and Supreme Leader Ayatollah Khamenei for their efforts to accommodate the millions of pilgrims who travel to their nations each year.

Naqvi praised both nations for their admirable efforts in welcoming pilgrims, while acknowledging that handling such sizable populations presents considerable logistical obstacles.
