Islamabad – April 2025:
Newly released government data highlights the growing threat of online fraud in Pakistan, with a sharp rise in cybercrime incidents recorded throughout 2024. According to official records, a staggering 13,722 complaints were filed by citizens who fell victim to online scams, indicating the widespread nature of digital fraud across the country.

Despite the high number of reported cases, only 832 FIRs were registered by law enforcement authorities. However, in a significant crackdown, 1,212 suspects involved in fraudulent online activities were arrested during the year.

Conviction Rates Remain Alarmingly Low

One of the most concerning findings from the report is the extremely low conviction rate. Of the 1,212 individuals arrested in connection with online fraud, courts delivered final verdicts in only 17 cases, highlighting a serious backlog and inefficiencies in the judicial system’s handling of cybercrime.

Massive Financial Recovery Reported

Amid these challenges, authorities made commendable progress in retrieving illicit gains from scammers. A total of Rs. 652.62 million was successfully recovered from cyber fraud operations, showcasing the dedication of law enforcement agencies in restoring financial justice.

Government Launches Public Awareness Campaigns

Recognizing the escalating threat, the Ministry of Interior has pledged stronger action and unveiled a multi-pronged approach to combat online fraud. Key initiatives include nationwide awareness campaigns conducted via schools, universities, media outlets, and social media platforms. These efforts aim to empower citizens with knowledge on how to identify and avoid digital scams.

Additionally, the Federal Investigation Agency (FIA) continues to play a pivotal role through its online complaint portal, offering a more accessible and efficient way for victims to report incidents.

A Call for Judicial Reform

While enforcement efforts and recovery achievements are commendable, the low conviction rate underscores the urgent need for judicial reform and capacity building within the legal system to ensure timely justice for victims of cybercrime.
