Of the Asian Development Bank’s (ADB) developing member countries (DMCs), Pakistan is the least prepared for digital education.
Pakistan’s main areas for improvement, according to the Bank’s report “Toward mature digital education ecosystems, the Digital Education Readiness Framework,” are the country’s low internet connectivity (34.1 per cent of households are connected), low fixed broadband speeds, high fixed line broadband costs, and limited access to electricity in rural areas.
Uzbekistan and Indonesia are the two nations most prepared for digital education in comparison to the model country. Pakistan is the least prepared nation, followed by Fiji. The Provider’s pillar has the lowest overall performance among the five pillars, with six of the ten DMCs (ranked from highest to lowest score) in the “initial” category of preparation. These countries are Cambodia, Bangladesh, the Kyrgyz Republic, Mongolia, Pakistan, and Fiji. The remaining four nations—Indonesia, the Philippines, Vietnam, and Uzbekistan—fall into the readiness category of “emerging.”

The highest-scoring country’s score and the model country’s normalized score differ by over 45 points. While fixed broadband costs vary by DMC, the ten DMCs do a good job of keeping their mobile broadband costs well below 1 per cent of GNI per capita. Bangladesh, Mongolia, and Uzbekistan have the most reasonable broadband prices, while Indonesia, Pakistan, and Cambodia have the highest expenses.
With 100% or nearly 100% of urban households having access to electricity, most countries do well in terms of urban electricity access. The percentage of rural areas with access to electricity throughout the ten DMCs ranges from 90% to 100%. With 41.3 per cent of rural homes in Pakistan without access to electricity, the country falls somewhat behind.
Most nations perform rather well on this metric, with an average of 81.7 per cent of households having TVs. In the research countries, the proportion of cable TV subscribers per 1,000 people ranges from low to considerable. All the countries for whom data is available have the highest subscription rate, which is Pakistan.
