Pakistan has successfully maintained its position as a Fifth-Generation (G5) regulator under the International Telecommunication Union Regulatory Benchmarking Framework. In the ITU G5 Benchmark 2025, Pakistan achieved an overall score of 75.77, showing continued progress in the country’s telecom regulatory environment.
Pakistan first entered the G5 category in 2021 with a score of 58.64. The score improved to 68.36 in 2023, and now in 2025 it has reached 75.77. This steady increase reflects consistent reforms and improvements in key areas such as spectrum management, competition policies, consumer protection, and digital strategy alignment.
The latest score places Pakistan firmly in the “Advanced” regulatory maturity range, which falls between 60 and 80. The country is now moving closer to the “Leading” category, which starts from a score of 80. This progress shows that Pakistan’s telecom regulatory framework is becoming stronger, more transparent, and better aligned with global standards.
Maintaining G5 status is an important achievement because it highlights the country’s commitment to modern regulatory practices. It also strengthens Pakistan’s position in international telecommunications discussions and enhances its credibility in global regulatory platforms.
The improved score reflects ongoing efforts to support digital growth, promote fair competition in the telecom sector, and create a more stable environment for investment and innovation.
