Pakistan Telecommunication Authority Orders Telcos to Seek Approval Before Activating Mobile Packages

The Pakistan Telecommunication Authority has directed all mobile operators to obtain clear prior consent from subscribers before activating any Value-Added Services packages, following rising complaints about unauthorized deductions.

In a clarification issued on Sunday, the regulator advised consumers to regularly check and manage their active subscriptions through their mobile operator’s official apps to avoid unexpected charges. The move comes after social media users raised concerns about mobile tariffs, service quality, and deductions without proper approval.

PTA stated that protecting consumer interests and ensuring transparency in the telecom sector remain its top priorities. To create a more structured tariff system, the authority has introduced the Mobile Tariff Regulations 2025. Under these rules, operators classified as having Significant Market Power must seek prior approval from PTA before launching or revising any tariff plans.

Other mobile operators are allowed to set tariffs based on business needs, but PTA can intervene if pricing decisions negatively impact consumers. The regulator stressed that while it is responsible for protecting users, maintaining a sustainable telecom market is also important.

According to PTA, Pakistan continues to have one of the lowest Average Revenue Per User levels and some of the most affordable mobile data prices in the region.

The authority also highlighted efforts to improve service quality, including a spectrum auction planned for March 2026. Mobile operators will need to invest heavily to acquire additional spectrum and expand network infrastructure, which PTA said will result in better coverage, faster data speeds, and improved overall performance.
