The Ignite National Technology Fund has launched an independent third-party assessment of the DigiSkills.pk program to evaluate its overall impact on Pakistan’s digital skills and freelancing ecosystem.
According to officials, the assessment will review the program’s performance from its launch in 2018 until November 2025. The main focus will be on how DigiSkills.pk has contributed to skills development, employment opportunities, income generation, and Pakistan’s growing presence in the global freelancing market.
DigiSkills.pk is implemented by the Virtual University of Pakistan under the Ministry of Information Technology and Telecommunication. It is the largest digital skills training initiative in the country and has enrolled more than 4.87 million people since its launch. Over the years, the program has expanded in phases, adding new courses to match the changing needs of the digital economy and international freelancing platforms.

The third-party review will verify enrollment data, trainee participation, and engagement levels. It will also assess how closely the courses align with current market demand in freelancing and remote work. Another key part of the study will examine how many trainees started freelancing after completing the program and identify major freelancing hubs across Pakistan, including participation trends among women and youth.
The assessment will also estimate the income earned by DigiSkills graduates and the foreign remittances generated through freelancing since 2018. Analysts will compare outcomes for individuals who completed DigiSkills training with those who did not, to better understand the program’s real impact.
Officials said the final report will present evidence-based findings and practical recommendations. These insights will help improve future digital skills initiatives, guide policy decisions, and support the expansion of digital employment opportunities across Pakistan.
