President Asif Ali Zardari Grants Partial Relief to Former Revenue Officer

President Asif Ali Zardari has withdrawn the penalty requiring recovery of embezzled funds from Muhammad Azhar Ansari (Ex-IRS/BS-20), while keeping his dismissal from service in place.

According to a notification issued by the Federal Board of Revenue on Monday, disciplinary proceedings were completed under the Civil Servants (Efficiency & Discipline) Rules, 2020 on charges of misconduct. After the inquiry, the competent authority, the Prime Minister, had imposed two major penalties: recovery of the embezzled amount under applicable financial rules and dismissal from service with effect from May 24, 2020.

The recovery order directed that the amount be deducted from salary or other payable dues. If that proved insufficient, the remaining amount was to be recovered under relevant laws.

The officer challenged the decision by filing an appeal before the President, who acts as the appellate authority under the Civil Servants (Appeals) Rules, 1977.

After reviewing the case record and considering recommendations from the FBR chairman and the Prime Minister’s Office, the President partially accepted the appeal. The penalty relating to recovery of embezzled money, imposed through Board Notification No. 0754-IR-I/2025 dated April 10, 2025, has been withdrawn.

However, the dismissal from service, effective May 24, 2020, remains unchanged, according to the FBR notification.
