The Standing Committee on Interior of the Punjab Assembly on Wednesday approved the Motor Vehicles Amendment Bill 2026, paving the way for significant changes to motorcycle riding rules for minors in the province.
Under the approved bill, children aged 16 will be legally allowed to ride motorcycles. The committee also endorsed the introduction of a Juvenile Driving Permit, creating a separate legal framework for motorcycle riders between the ages of 16 and 18.
According to the proposed law, the relevant licensing authority will be responsible for issuing juvenile driving permits. These permits will come with specific conditions, including compliance with safety regulations, defined supervision mechanisms, and other requirements aimed at ensuring responsible riding by underage motorists.
Officials said the amendment is intended to address the widespread issue of unlicensed underage driving, improve overall road safety, and help reduce traffic accidents involving minors. The bill also proposes amendments to the Motor Vehicles Ordinance, 1965, to formally incorporate these changes into existing law.
Following approval by the standing committee, the bill will now be tabled in the Punjab Assembly. If passed by the house, it will become law after receiving final approval, marking a major policy shift in how underage motorcycle riding is regulated in Punjab
