The Rawalpindi District no longer includes Murree and Kotli Sattian. The Lahore High Court (LHC) reinstated Murree’s district status in February 2023, designating Kotli Sattian as its tehsil.

Actual Conflict

The local government organizations questioned RDA’s jurisdiction to conduct these initiatives within local government districts. The local governments asked whether the RDA’s governing body spoke for them.

There are no representatives from local bodies among the authority. As a result, the dispute was legitimate. The master plan did not assign the local body representatives any tasks.

64th RDA Governing Body Meeting

Commissioner Rawalpindi Liaquat Ali Chattha chaired the 64th meeting of the RDA’s governing board to discuss matters about the master plan. Local government authorities, WASA representatives, and RDA Director General Saif Anwer Jappa also attended this meeting.

How Was The Conflict Resolved During This Meeting?

The senior planner gave all the sales representatives a presentation of the project’s Terms of Reference (TORs). Every Tehsil representative was allowed to participate in the master plan. Representatives from local governments were assigned duties to finish the regional plan’s preparations. 

Stakeholders in Tehsil also talked about the goals for future development. 

This meeting authorized the RDA budget of Rs3.255 billion for 2023–2024. Additionally, WASA’s Rs7.189 billion budget was approved. 

Furthermore, WASA was given 5,500 Kanal to build a wastewater treatment plant on Adiala Road. 

RDA Set a New RWP Master Plan Deadline

The Rawalpindi Development Authority comprises the Commissioner, WASA delegates, and significant local government figures. I have granted Mott Macdonald Pakistan (MMP) an extension through December 31, 2023.

With this new deadline, MMP will be under a tight time constraint to finish this project before the end of the day. Nearly two years have passed since the initial deadline. It is now MMP’s responsibility to deliver on schedule and without further delay.

Actual RWP Master Plan Deadline

In 2020, RDA gave Mott Macdonald Pakistan (MMP) the contract for the RWP Master Plan. The official name of this project is “Peri-urban Structure Plans for Tehsils of Rawalpindi District and Regional Development Plan for District Rawalpindi.” 

But by the end of 2021, this master plan was meant to be finished.

What Is The Master Plan for Rawalpindi?

The RDA has declared the RWP Master Plan, which aims to revamp Rawalpindi. The city now faces several severe issues due to unchecked urbanization, such as poor infrastructure, insufficient sewage systems, a lack of planned road networks, and more. The goal of the RWP master plan is to mitigate and combat these problems.

Controlling Housing Projects

Rawalpindi’s absence of housing project laws has resulted in severe issues for the city. As a result, RDA intends to only provide NOCs to projects that meet the necessary criteria. The regulation of every housing society is a positive move. 

Improved Transit 

The RWP Master Plan also includes projects to upgrade the roads, streets, and new routes for public transit. 

Sustainable Development

RDA aims to prevent environmental harm from being done by new developments. In addition, the RDA plans to create parks, green areas, and urban gardens. This master plan will help make Rawalpindi greener.
