Park Enclave is a residential community introduced as a “Flagship Project” in 2011 and has recently been without security services from the Capital Development Authority (CDA) in Islamabad.
Since November 1, 2023, this decision has made homeowners more susceptible to theft and phone snatching, among other illegal actions. Plots at Park Enclave, first advertised as a “Gated Community” with upscale features including power, gas, water, and 24-hour security, cost Rs. 12 million for 500 yards. Despite these assurances, the development experienced severe delays in constructing essential utilities such as sewage, water, and roads, discouraging plot owners from building their houses.

Residents moved in while development on roughly 200 plots advanced gradually, but they are still without telecom and gas supplies. To make matters worse, the CDA’s removal of security has resulted in a rise in theft and disturbances, as surrounding villages can now easily visit the enclave. A recent two-day power outage brought on by copper wire theft from the electrical grid worsened the problem.
Additionally, the Park Enclave would be breached due to pressure from the Pakistan Housing Authority (PHA) seeking access. Residents are worried, even though the CDA is fighting this in court and has managed to get a stay order against the violation.
Park Enclave was initially intended to be a gated community with abundant features, including a clubhouse, swimming pool, and sports facilities. However, these things have yet to materialize, and the community still needs to be fulfilled. Right now, the main worries of the residents are the lack of security and the possibility of a wall breach, which would jeopardize the enclave’s status as a gated community.
