Saudi Arabia Issues New Makkah Travel Update for Hajj 2025

Saudi Arabia has announced strict new travel regulations for access to Makkah as part of its preparations for Hajj 2025. The Ministry of Interior confirmed that, starting April 23, 2025, entry into the holy city will be limited to individuals with valid work permits, residency cards issued in Makkah, or official Hajj permits. These new procedures aim to safeguard the sanctity of the site and ensure the safety and smooth movement of pilgrims during the peak religious season.

According to an official notice issued on April 13, 2025, Umrah visa holders have until that same date to enter the Kingdom, and they must leave by April 29, 2025. Anyone remaining in the country beyond this deadline without a valid visa extension will be considered in violation of Saudi immigration laws. The move is part of a broader effort to manage crowd control and maintain order during the Hajj period.

The government has also made it clear that from April 29 to June 10, 2025, Umrah permits issued through the official “Nusuk” platform will be temporarily suspended. This step underscores the transition into the exclusive Hajj period, where only authorized pilgrims with Hajj visas can access Makkah and its surrounding sacred sites.

Additionally, all foreign residents living outside Makkah must obtain special permits to enter the city. Checkpoints such as the Al Shumaisi crossing will be actively monitored, and individuals without the necessary documentation will be denied entry. Authorities emphasized that anyone not holding an official Hajj visa, including those on work or visit visas, will not be allowed to enter the holy sites after April 29.

Foreign nationals needing to travel to Makkah for employment must secure permits through designated government platforms before making the journey. The Ministry of Interior continues to urge all travelers to respect and adhere to the regulations to ensure a safe and spiritually fulfilling Hajj season for all participants.

These measures reflect the Kingdom’s commitment to maintaining security and efficiency during one of the largest annual religious gatherings in the world. Compliance with these rules will be critical to the successful execution of Hajj 2025.
