ISLAMABAD: The Islamabad High Court (IHC) convened a full court hearing on Tuesday to address concerns about serious construction defects in its recently constructed court complex, which was a significant development.

Discussions at the conference presided over by Chief Justice Aamer Farooq focused on the necessity of an exhaustive investigation into the construction-related difficulties, to be carried out by a recognized firm.

The potential for live-streaming court proceedings was one of the main subjects of discussion at the meeting.

A two-judge committee made up of Justice Babar Sattar and Justice Saman Rafat Imtiaz was established to address this.

The committee’s main duty is to create a plan and standard operating procedures (SOPs) for putting live streaming into practice. To create thorough SOPs, they will solicit feedback from other IHC judges.

Additionally, the Pakistan Public Works Department (PWD)’s inability to present a report on the construction issues in the IHC facility was criticized during the conference.

Since its opening, this skyscraper, which cost around Rs. 11 billion and took almost ten years to finish, has experienced a number of problems.

A malfunctioning elevator incident in August during which over a dozen people, including lawyers, were left stuck for more than 30 minutes served as the impetus for the decision to open an investigation.

The housing ministry was first tasked with looking into the incident, but it failed to pinpoint who was to blame.

According to sources, the PWD, the building company Habib Rafiq (Private) Limited, and other parties launched an investigation.

This investigation revealed numerous elevator flaws but failed to name the people in charge of installing and maintaining it.

One of the problems found was that the prototype and specs lacked some functionalities.

Beyond the elevator issues, the new IHC building also has other difficulties, such as a cooling system that is inefficient, insufficient parking for litigants and attorneys, as well as a lack of firefighting, IT, lightning protection, and security systems.

It is important to note that the IHC building, with a price tag of more than Rs. 11 billion, is one of the priciest buildings in the city’s capital.
