Shipping Lines Directed to Eliminate Hidden Port Charges Amid Regional Pressure

A sub-committee formed by the Ministry of Maritime Affairs, on the directive of the prime minister, has held a series of meetings to resolve key challenges affecting Pakistan’s trade and maritime logistics.

The discussions brought together representatives from both public and private sectors, focusing on concerns raised by exporters regarding high and non-transparent charges by shipping lines, diversion of cargo to alternate ports, and operational disruptions.

To improve transparency, it was agreed that shipping companies will avoid excessive or opportunistic pricing, particularly in the application of war risk surcharges. Exporters will now be informed of all charges in advance before booking shipments. Shipping lines clarified that such surcharges will only apply to routes passing through high-risk regions such as the Gulf, the Middle East, and the Red Sea.

The committee also directed that cargo should not be diverted to alternate ports unless there is a genuine emergency or security threat. Additionally, shipments that were already in transit before March 3, 2026, will not be subject to war risk surcharges.

Officials raised concerns about the practice of withholding Bills of Lading due to disputes involving third parties, noting that it causes delays and financial losses for exporters. Traders have been advised to report any unjustified charges or document withholding to the authorities.

The Federal Board of Revenue’s Customs leadership emphasized the need for closer coordination among all stakeholders, including government bodies, shipping companies, and trade organizations, to ensure fair practices and smooth trade operations, particularly in light of ongoing regional tensions.
