Strict Rules Proposed by CDA for Housing Societies

Islamabad: The Capital Development Authority (CDA) has reportedly proposed stringent requirements for residential societies, according to the most recent press sources. The guidelines were authorized by the CDA board in April, but they were not yet informed. The suggested regulations given by CDA officials are listed below.

- Plots won’t be given to allottees until the housing project is finished and a completion certificate has been obtained from the authority. This will make it easier for CDA to prevent the practise of overselling plots.
- The public agency needs to look at plot transfer letters.
- Before transferring plots, the owners must request authorization from the authority and provide an assurance that the development work will be finished after the NOC has been issued. The goal is to meet the transferees’, sponsors’, and allottees’ construction demands.
- In the event of a sponsor default, it is vital to protect the general public’s and allottees’ interests. According to CDA guidelines, specific scheme/project allottees/transferees would be given an extension on the authorization for the construction of their homes or structures.

- Until the authorities has approved the layout design, no sponsor of housing schemes or projects is permitted to advertise the real estate project or receive deposits or advances of any kind against any commitment to sell. The sponsors must provide the CDA with information on all bank accounts and annual audit reports of the residential scheme.
- The CDA must receive the allotment letters from the sponsors within three days of their issuance.
- No original, provisional, or transfer allotment letter will be accepted unless it has been evaluated and approved (with a sign and stamp) by the director in question.
- Owners may only assign or transfer plots that are a component of the project’s approved layout design.
- Under the tight guidelines for housing schemes, the CDA board has set a fixed commercialization price of PKR 3500 per square yard.
