Strict Rules Proposed by CDA for Housing Societies
In Islamabad, the Capital Development Authority (CDA) has proposed stringent regulations for residential societies, as per the latest news reports. Although these rules were approved by the CDA board in April, they have not yet been officially notified.

The following are the proposed rules shared by CDA officials:
- Plots will only be handed over to allottees once the housing scheme is fully developed and a completion certificate is obtained from the authority. This measure aims to curb the practice of overselling plots and allows the CDA to maintain control over the process.
- The CDA must thoroughly investigate the transfer letters of plots to ensure transparency and compliance.
- Owners must seek permission from the CDA before transferring plots, submitting an undertaking to complete the development work after the issuance of the No Objection Certificate (NOC). This requirement aims to facilitate the construction needs of transferees, sponsors, and allottees.
- To safeguard the interests of the general public and allottees in case of default by sponsors, individual allottees and transferees are required to obtain CDA approval for the construction of their houses or buildings, following the CDA’s bylaws.
- The CDA strictly prohibits sponsors of housing schemes or projects from advertising the real estate project, accepting deposits or advances in any form against bookings for sale until the layout plan is approved by the authority.
- Sponsors are obligated to provide details of all bank accounts associated with the residential scheme, along with annual audit reports, to the CDA for transparency and accountability.
- Once allotment letters are issued by sponsors, they must be shared with the CDA within three days of issuance.
- The CDA will only accept allotment letters (original, provisional, or transfer) that have been assessed, approved (with a signature and stamp), and authorized by the concerned director.
- Owners are permitted to allot or transfer only those plots that are part of the approved layout plan of the project, ensuring adherence to the authorized development.
- Under the strict rules for housing schemes, the CDA board has established a fixed commercialization fee of PKR 3500 per square yard.
These proposed regulations aim to enhance accountability, protect the interests of buyers, and ensure proper planning and development within residential societies under the jurisdiction of the CDA.
