The UAE Media Council has introduced new regulations banning the use of artificial intelligence to create or share images and videos of public figures and national symbols without prior approval. The step comes as part of efforts to stop misinformation, defamation, and misuse of AI tools that could damage public trust and social values.

The Council made it clear that using AI-generated content to spread false information, promote hate speech, or harm the dignity of individuals will be treated as a media violation. Offenders could face fines and other penalties under the Media Violations Regulation. Content creators, social media users, and media organizations have been urged to follow the law carefully and maintain professional and ethical standards in their work.

This move follows a recent controversy where a social media user shared an AI-generated image of themselves with Sheikh Zayed Al Nahyan, the founding father of the UAE. The post received backlash from the public, with many calling it disrespectful. Authorities have now reinforced the need to protect national identity, cultural heritage, and respect for symbols under Article 1(17) of the Federal Decree on Media Regulation.

The decision also aligns with the UAE Charter for Responsible and Ethical Use of AI, launched in June 2024, which guides the responsible use of advanced technologies.

To further strengthen media oversight, the UAE Media Council has partnered with Presight, a global AI and big data company, to build an AI-powered regulatory platform. This system will monitor, analyze, and verify media content in real time, ensuring compliance with national laws and ethical standards.

The new regulations highlight the UAE’s commitment to balancing technological progress with cultural respect and responsible media practices.
