Universities Reject Prime Minister’s Supreme Authority Over HEC
The Federal Government has come under heavy fire from the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) for hurriedly introducing the Higher Education Commission (HEC) Bill 2023 during a recent Federal Cabinet meeting.
President Dr. Kaleemullah Bareach, members of the Executive Council, and FAPUASA’s provincial chapters all released a statement expressing their worries.
They emphasized that it is a blatant violation of the provincial autonomy promised by the 18th Amendment as the law was introduced without engaging any stakeholders.

Additionally, it is perceived as an effort to compromise the independence of the HEC and universities.
According to the statement, the proposed bill would reduce the number of members and abolish province representation by giving the Prime Minister direct control over the selection of the HEC Chairperson and members.
The bill also forbids provincial governments and assemblies from founding new universities.
FAPUASA emphasises that the provinces and key stakeholders, particularly teachers and their elected officials, should be involved in such important legislation.
They believe that the provinces and other interested parties should have been contacted and invited to participate in constitutional forums, particularly the Council of Common Interest, before any decisions were made.
