The United States says that neither Hamas nor UNRWA (the UN agency that helps Palestinians) will be allowed to take part in running Gaza or distributing aid in the future. Many experts warn this could make the humanitarian crisis in Gaza even worse.
During a visit to Israel, U.S. Secretary of State Marco Rubio claimed that UNRWA works closely with Hamas, repeating Israel’s accusations. But the International Court of Justice (ICJ) has already rejected those claims.
UNRWA strongly denied Rubio’s statement, saying it is essential for helping people in Gaza, where over 68,000 Palestinians have been killed during Israel’s ongoing attacks over the last two years.
UN officials and experts also disagreed with the U.S. Rubio’s claims, saying:
- UNRWA is key to delivering food, water, and medical support.
- No other organisation can replace its role.
Israel had previously banned UNRWA, accusing some staff of involvement in the October 7 attack. No proof was ever found, and multiple investigations cleared UNRWA.

Even though there was a ceasefire agreement, Israel continues air and ground attacks. Roads, homes, and hospitals are destroyed. The Rafah border crossing remains closed, blocking large aid trucks from entering Gaza.

Rubio said the U.S. wants to create an international force to monitor the ceasefire, but Israel will choose which countries can join.
Turkiye and Indonesia have said they are willing to help send support or troops.
Meanwhile, Palestinian groups, including Hamas and Fatah, agreed to form a temporary committee of independent experts to manage Gaza for now.
