Zong has once again ranked as the top-performing mobile network in Pakistan, according to the latest Quality of Service survey released by the Pakistan Telecommunication Authority for the fourth quarter of 2025.
The independent assessment covers a 90-day period from October 1 to December 29, 2025, and is based on more than 1.25 billion data samples collected across 161 districts nationwide.
The report measures real-world user experience across several key categories, including download speed, upload speed, video experience, games experience, and time on network.
Across all devices, the national average download speed experience was recorded at 18.60 Mbps, while high-end devices achieved an average of 30.80 Mbps.
In operator rankings for download speed, Zong secured first place with 18.24 Mbps, followed by Jazz at 17.58 Mbps, Ufone at 12.18 Mbps, and Telenor Pakistan at 6.55 Mbps.
For upload speed experience, the national average stood at 5.59 Mbps. Zong again ranked first with 7.09 Mbps, followed by Jazz at 6.42 Mbps, Ufone at 3.88 Mbps, and Telenor at 2.27 Mbps.
In the video experience category, measured on a 0–100 scale, Jazz secured first place with a score of 46.52, while Zong followed closely in second with 46.21. Ufone ranked third with 42.56, and Telenor placed fourth with 34.93.
In games experience, also scored on a 0–100 scale, Ufone led with 47.94, followed by Zong at 42.56, Jazz at 39.25, and Telenor at 37.26.
The time on network metric, which reflects how consistently users remain connected to mobile data services, showed Zong leading with 96.47 percent, followed by Jazz at 92.89 percent, Ufone at 92.55 percent, and Telenor at 91.55 percent. The national average time on network was 93.64 percent.
PTA said the report also includes detailed performance results for ten major cities and emphasizes benchmarking based on actual user experience rather than only network-level performance, providing a broader comparison of mobile network quality across Pakistan.
