MUZAFFARABAD: The Azad Jammu and Kashmir (AJK) government has accelerated efforts to digitise land records as part of a wider initiative to expand digital public services and make property-related information easier for citizens to access.
The initiative aims to reduce dependence on paper-based records, minimize repeated visits to government offices and make land ownership information more accessible. Officials are also working on a one-window public service platform and a digital system for submitting and tracking complaints.
Focus on Modernising Land Records
The digitisation drive is intended to improve the way land ownership and related records are maintained and accessed across AJK.
Moving records into digital systems could make it easier for citizens to obtain property information and complete land-related processes without relying entirely on physical files.
The initiative is also expected to support greater transparency in property transactions by improving access to official ownership information.
Earlier Digitisation Efforts
AJK has previously taken steps toward computerising its land administration system.
In 2016, the AJK Information Technology Board began training patwaris in the use of computerised land record systems. The earlier initiative aimed to make services such as issuance of fard and ownership transfers faster through digital processing.
The renewed push indicates that authorities are now seeking to accelerate and expand the digitisation process after the earlier efforts did not result in complete coverage across the region.
Digital Services to Reduce Office Visits
Alongside land records, the government is developing a one-window platform intended to bring multiple public services together.
A digital complaints mechanism is also being developed, which could allow residents to submit concerns electronically and monitor their progress without making repeated visits to government departments.
Together, these initiatives form part of a broader effort to shift public services from traditional paper-based procedures toward digital platforms.
Challenges in Implementation
The effectiveness of the land record programme will depend on how comprehensively records are digitised and how reliably the new systems operate at the local level.
Patwaris and other officials who manage land records will remain important to the transition, particularly where historical records need to be verified, updated or transferred into digital databases.
The government has not provided a detailed district-wise completion schedule or confirmed the exact date when fully operational digital land services will become available across AJK.
