CDA Asked to Provide Details of All Illegal Housing Societies
Housing communities are springing up all across the twin towns of Islamabad and Rawalpindi. With the amenities they provide, Park View City and Capital Smart City in Islamabad are making a difference in the real estate industry. Since quite some time, the Capital Development Authority (CDA) has been confiscating unlawful homes, but more lately, it has been aware of the numerous illegal housing societies that are being constructed in Islamabad.

All illegal farming and housing societies that are promoting and selling plots without CDA clearance or a NOC have been brought to CDA’s attention. It is forbidden to sell, buy, market, or advertise plots before receiving NOC from CDA. Plots cannot be advertised or sold by agencies without a CDA approval. To warn individuals away from investing money in illegal housing societies, the CDA published a list of all such housing societies on its website. All illegal housing societies have been given notice to furnish information and documentation on their theft of hard-earned money from individuals. The owners have been given instructions by CDA to obtain layout plan clearance before moving on to obtain NOC from CDA.
The CDA has the authority to control and regulate the planning and development of housing societies/farming schemes in accordance with the CDA Ordinance, 1960, the ICT (Zoning) Regulations, 1992, and the Revised Modalities and Procedures for the Development of Private Housing Schemes. completion of further formalities and procedures. Developers can begin project development and the sale or marketing of the plots after receiving NOC from CDA.
It was discussed on March 25 in Public Accounts Committee (PAC) Sub-Committee-VII, which met at Parliament House under the chairmanship of MNA Riaz Fatyana. Senator Talha Mehmood expressed his worry and noted that residents of the capital city frequently demonstrate against illegal societies. He emphasised that although some of these groups are fairly old, the current suffering of their members is the result of someone’s crime. He required them to strictly abide by the rules created for new housing societies and gave the relevant authorities instructions to identify the wrongdoers and correct their errors. He ensured that CDA administration would fight against illegal housing societies, provide information on all societies within a month, and regulate new ones.
The committee will assess the specifics of illegal housing organisations and provide additional guidance for applying CDA regulations. Aamir Ahmad Ali, the chairman of the CDA, said that societies purchase the initial layout plan from the CDA but do not go on to file for a NOC. Before approval, the society is first offered for sale, purchased, and promoted. The committee also observed that there is confusion between CDA and MCI (Metropolitan Corporation of Islamabad) regarding the ownership of the land, which has to be clarified. The committee proposed the CDA during the meeting to make it easier for private developers to invest in real estate.

Many housing societies, including Ghouri Town, were created a few years ago and expanded into multiple phases, but CDA did not appear to take any action. This brought up a lot of criticism for CDA. Similar to this, several housing societies that are now home to hard-working middle-class individuals with meagre income sources have been caught up in this dishonest behaviour. These people should now receive compensation. The CDA was criticised by Pakistan’s auditor general the previous year for doing nothing to stop the unlawful housing societies.
It would be challenging for CDA to take any strict action at this time given the strain on CDA and the citizens of these housing societies’ utter helplessness. Since CDA has been tearing down khokas and other unlawful additions in front of stores, it is unable to tear down housing societies. The money that people have saved over their lives is now in jeopardy.

It would be preferable if the owners of these illegal lands gave the CDA the information it requested and obtained NOC and layout plan clearance. If not, the people in these communities will be in serious difficulties, and the government might not be able to assist all of the innocent people who have fallen victim to this deception. It is usually advisable to invest in a housing project that has received official approval.
The provision of public utilities like electricity, water and gas has been outlawed by the authority. This action may be useful to deter investors from buying illicit real estate or dealing with the wrong individuals.
