ISLAMABAD: The Capital Development Authority (CDA) has cancelled the approved layout plan for Bahria Town Phases III-E and IV, covering approximately 2,999 kanals, citing alleged non-compliance with conditions attached to the original approval.
The decision was communicated through the CDA Housing Directorate after the authority said required conditions for obtaining a No Objection Certificate (NOC) had not been fulfilled despite the passage of several years.
Layout Plan Approval Dates Back to 2010
According to the CDA, the layout plan for the two phases was approved in 2010 subject to specific terms and prerequisites.
The authority maintains that the required conditions remained incomplete and that the necessary NOC had not been obtained. CDA has therefore treated the development as being in default of the requirements attached to the layout approval.
The authority had previously directed the scheme’s management in 2025 to remove development from areas reserved for public amenities and restore those locations according to the approved plan.
These areas included parks, playgrounds, open spaces and sites designated for public buildings.

CDA Rejects Response From Scheme Management
The housing scheme’s management submitted a response following the authority’s earlier notice. CDA, however, said the explanation did not adequately address the issues raised and was inconsistent with the authority’s assessment of the record.
The authority subsequently issued a final show-cause notice in September 2025 before taking the latest decision to withdraw the layout plan.
Commercial Construction Also Cited
CDA also referred to an audit objection concerning the alleged construction of a commercial building along Corniche Road within Phases III-E and IV without the authority’s approval.
According to the CDA’s notice, the Departmental Accounts Committee had directed action regarding commercial structures allegedly constructed on land associated with a riverbed, graveyard, park and open-space areas.
The authority has cited these matters as part of the regulatory concerns surrounding the development.
Processing of Further Cases Suspended
Following cancellation of the layout plan, CDA has suspended the processing and approval of other cases involving Bahria Town, identifying the company as a defaulter in relation to the cited requirements.
The authority has also instructed its enforcement wing to proceed against works, buildings and structures that it considers unauthorized, including possible demolition or removal where required under applicable regulations.

Implications for Property Stakeholders
The cancellation concerns the approved layout plan for the specified phases and the regulatory status described in CDA’s notice. It does not, by itself, establish the legal status of every individual property or transaction within the wider Bahria Town development.
Existing owners, investors and prospective buyers should therefore verify the status of their specific plot, building or transaction through official CDA records and obtain updated information on applicable approvals, layout plans, NOCs and enforcement proceedings before making further property decisions.
