CDA Introduces Revised Rules for Plot Allotments and Housing Scheme Approvals

The Capital Development Authority (CDA) has introduced new instructions for private housing schemes and other development projects in Islamabad, requiring developers to clearly display approved layout plans and provide up-to-date information about their projects’ approval status.

The measures are intended to prevent misrepresentation and fraud in the property sector and help prospective buyers verify project details before investing.

According to a letter issued by the CDA Planning Wing, the directives follow observations by the National Accountability Bureau (NAB), Islamabad/Rawalpindi, concerning the way housing scheme sponsors and developers communicate their projects’ approval status.

The CDA noted that some developers were failing to display approved layout plans, while others were showing outdated or unapproved plans to the public. The authority warned that such practices could mislead buyers and expose them to financial losses and other complications.

Under the new requirements, sponsors must publish approved layout plans on their official websites and ensure the information remains updated.

Developers must also prominently display approved plans and the latest project status at reception areas, project sites, and booking offices. These displays must include a QR code linking directly to the project’s official website, allowing potential buyers to access verified and updated information.

The CDA has instructed its Planning and Enforcement Wing to monitor compliance and submit a report to the concerned bureau.

Stricter Rules for Allotment Letters

The authority has also tightened regulations governing allotment letters. According to the new instructions, allotment letters issued by sponsors will only be considered valid after being vetted by the concerned Director (Planning), or an officer of at least Director (Planning) rank who has been specifically authorized by the Member (Planning & Design), CDA.

In addition, the relevant Planning Wing directorate will use the CDA’s MIS or ERP system to ensure that only plots located within approved layout plans of housing, farm housing, and commercial schemes can be allotted or transferred.

For vertical housing and standalone commercial projects, only units included in approved building plans will be eligible for allotment or transfer.

Plots or units outside approved plans will remain ineligible for allotment or transfer until all required conditions have been fulfilled and the applicable regulations have been complied with.

The CDA said the new measures are aimed at improving transparency, protecting buyers, and curbing illegal or unauthorized housing activities in Islamabad.

The directives are also expected to give prospective property buyers easier access to verified project information, enabling them to make more informed decisions before purchasing plots or units.
