CDA Keeps New NDC Requirement for All Property Transfers

ISLAMABAD: The Capital Development Authority (CDA) has retained the requirement for property owners to obtain a fresh No Demand Certificate (NDC) whenever a property is transferred in Islamabad.

The authority clarified the position in a written response submitted to the National Assembly, stating that an NDC remains mandatory for each subsequent transfer under the applicable rules, regulations and prescribed procedures.

NDC Required for Every Transfer

According to the CDA, the certificate is issued after the authority verifies the latest status of the property.

The verification is intended to establish whether any outstanding dues, legal restrictions, building-related violations or other issues are attached to the property before the transfer is processed.

This means a previously issued NDC does not automatically cover a later transaction. A new certificate is required when ownership is transferred again.

Purpose of the Requirement

The CDA has described the NDC process as an important safeguard for parties involved in property transactions.

By checking the property’s current status before approving a transfer, the authority can identify outstanding financial obligations or regulatory issues that may affect the transaction.

For buyers and sellers, the requirement can therefore form part of the due-diligence process before a property changes hands.

CDA Clarifies Property Cancellation Rules

The authority also stated that property or plot allotments are not cancelled arbitrarily.

Where cancellation becomes necessary, CDA said the action is taken under the applicable laws, regulations and terms and conditions attached to the allotment. The authority emphasized that the prescribed process is followed before such action is taken.

Property Transfer System Under Review

Alongside retaining the NDC requirement, CDA is reviewing its existing property transfer procedures with the stated objective of making processing more efficient and reducing delays for applicants.

The proposed improvements include greater digitization and automation of estate management, simplified documentation, enhanced verification systems and more standardized procedures.

The authority is also considering stronger monitoring mechanisms as part of the broader review.

What Property Buyers Should Know

Anyone purchasing property in Islamabad should confirm that the seller can provide the required documentation and obtain a fresh NDC for the specific transfer.

Buyers should also verify ownership records, outstanding dues, building approvals, transfer restrictions and other relevant property details through official CDA procedures before completing a transaction.

The retained NDC requirement means that previous clearance should not be treated as a substitute for the certificate required for the latest transfer.
