ISLAMABAD: The Capital Development Authority (CDA) is planning a major commercial corridor along a 3.8-kilometre link road connecting Park Road with Margalla Enclave, potentially creating a new commercial hub in Islamabad’s Zone III.
The proposed commercial development is planned on both sides of the link road, which serves as a key connection to Margalla Enclave, a joint venture housing project involving the CDA and Defence Housing Authority Islamabad-Rawalpindi.

The development has attracted attention because the road passes through Zone III, an area that includes the Margalla Hills, Margalla Hills National Park and Rawal Lake, where construction activities are subject to strict regulatory restrictions.
According to the reported development plan, the federal government has classified the Park Road–Margalla Enclave link road as an arterial or major road. Following this classification, CDA has been directed to apply commercial development regulations used for other major roads in Islamabad to the new corridor.
The proposed commercial zone would be linked to the ongoing development of Margalla Enclave. Earthwork on much of the 3.8-kilometre road has reportedly progressed significantly, with commercial activity now being planned along the connecting route.
The proposal also raises questions about how commercial development along the new arterial road will interact with the existing restrictions applicable to Zone III. While the road’s classification provides a regulatory basis for applying commercial rules, the exact scope, development parameters and implementation timeline have yet to be fully outlined.

For property owners and investors in the surrounding area, the proposed corridor could improve connectivity and create additional commercial activity around Margalla Enclave. However, anyone considering property or commercial investment along the route should verify the latest CDA approvals, zoning status, permitted land use and applicable development regulations before making investment decisions.
