ISLAMABAD: The Capital Development Authority (CDA) is preparing to launch the first phase of Islamabad’s 11th Avenue project, with an estimated cost of Rs. 11 billion to Rs. 12 billion. The initial phase will cover approximately 3.5 kilometres between the E-11 Interchange and Srinagar Highway.
The project is part of a wider road development plan with an approved PC-I worth Rs. 24.5 billion. The overall 11th Avenue corridor will extend approximately 7.5 kilometres from Margalla Avenue to I.J. Principal Road (IJP Road).
According to CDA officials, the authority has decided to divide the project into two phases to prioritize the section connecting E-11 with Srinagar Highway. The first phase will also include an interchange on Srinagar Highway to improve traffic movement between the routes.

Pre-Tendering Work Underway
The CDA is currently working on preparations ahead of the tendering process and has indicated that the first phase could formally launch within two months. However, the Rs. 11 billion to Rs. 12 billion estimate remains preliminary while officials complete the detailed cost assessment.
The broader project design includes three lanes on each side, along with approximately 17 bridges and overpasses. These facilities are intended to support traffic flow across the planned corridor.
Expected Benefits for Islamabad’s Road Network
Once operational, the first phase is expected to strengthen the connection between Srinagar Highway and Margalla Avenue, providing another route for traffic moving through Islamabad’s northern sectors. It could help distribute vehicle movement across the existing road network, although the actual impact will depend on traffic demand and the final road connections.
Prime Minister Shehbaz Sharif laid the foundation stone for 11th Avenue in June 2023, but construction did not begin at that time. The latest phased approach represents a renewed effort to move the project towards implementation.

Funding and Delivery Remain Important
The CDA’s progress on 11th Avenue comes as the authority continues to face challenges with other road infrastructure projects, including the stalled 10th Avenue development. The latter has experienced delays linked to funding constraints, according to earlier reports.
For commuters and residents in Islamabad, the key milestones will be completion of the cost assessment, tendering, formal commencement of construction and progress towards opening the initial stretch.
While the first phase has a tentative budget and planned scope, its construction schedule and final cost will depend on the completion of preparatory work and subsequent official decisions.
