ISLAMABAD: The Federal Board of Revenue (FBR) has selected vendors to implement its Production Monitoring Solution across eight major industrial sectors, including cement and tiles.
The FBR chairman has directed relevant field formations to ensure installation of the monitoring systems by December 2026. Other sectors covered by the initiative include sugar, textiles, beverages, packaged milk, bottled water and packaged juices.
Real-Time Production Tracking
The system is designed to monitor industrial production through equipment such as cameras, sensors and other digital monitoring tools, with production information transmitted to FBR for analysis and tax enforcement.
Cement production monitoring is already operational, while FBR introduced mandatory video-based monitoring requirements for registered tile manufacturers earlier this year.

Focus on Tax Compliance
The monitoring system aims to help FBR compare actual production with officially reported output and identify potential discrepancies. Earlier FBR briefings indicated that electronic monitoring in the cement sector had contributed additional tax revenue.
The latest initiative brings multiple sector-specific monitoring programmes under a broader implementation drive, with December 2026 set as the target for completion.
Impact on Construction Industry
Cement and tiles are major inputs for residential and commercial construction, so stronger production monitoring could improve transparency in the formal supply chain.
Developers, contractors and suppliers will need to monitor any changes in compliance costs and their possible effect on construction material prices as the system expands.
