Fbr Relaxes Conditions for Import/Export Customs Clearance
In order to allow importers to more easily obtain “unique user identification” through the Customs Computerized System, which is used to clear imports and exports, the Federal Board of Revenue (FBR) has decided to ease certain requirements.

If the applicant’s biometric data is present in the Sales Tax or NTN Registration database, the Federal Board of Revenue (FBR) will not require a personal appearance from importers or the submission of original NTN and CNIC in order to obtain a “unique user identifier” under the Customs Computerized System.
The user or his authorised agent must currently come in person before the User ID Office to get the unique user identifier and submit the required documentation:
- Original NTN or FTN; provided, however, that a person holding an NTN must attend in person unless they are an elderly person or a woman observing the pardah, in which case a family member may be permitted to receive the unique user identification on their behalf.
- The person who obtained the unique user identifier presented their original computerised national identity card.
- Model Collectorate of Customs Authority letter from the company, organisation, or institution, as the case may be; provided, however, that if the person receiving ID is the owner, director, or head of any such company, organisation, or institution, an authority letter is not necessary. Pay order for Rs. 500 in the Collector’s favour.
- Letter of employment or identification from a corporation, organisation, or institution pertaining to the recipient of a unique user identifier

If biometric information and other details about the applicant are available in the Sales Tax or the NTN Registration database, the new law will not require a personal appearance or the submission of the applicant’s original NTN and CNIC, according to the FBR.
