FBR Revises Import Valuation for Blood Collection Tubes Imported From China

The Directorate General of Customs Valuation in Karachi has revised customs values for the import of blood collection tubes from China following a fresh valuation exercise ordered after a legal challenge to an earlier ruling.

According to the updated valuation ruling, the revised prices apply to blood collection tubes made of both glass and PET materials.

The earlier customs values were set under Valuation Ruling No. 2017 of 2025 in accordance with Section 25A of the Customs Act, 1969. However, the decision was later challenged before the Director General under Section 25D of the same law.

Subsequently, the Director General annulled the previous ruling through an Order-in-Revision issued on October 31, 2025, directing customs authorities to carry out a new valuation after reassessing the evidence provided by the petitioners.

During the review process, local manufacturers argued for an increase in customs values, citing prevailing market rates and submitting supporting export documentation.

Customs authorities stated that all stakeholder inputs were reviewed, including those from importers and manufacturers, along with analysis of 90 days of import data as part of the reassessment.

The ruling further noted that several export documents submitted by manufacturers were over a year old and largely related to markets outside Pakistan. Authorities also attempted to verify claims with China-based suppliers, but received no response.

Following this review, customs officials finalized the revised valuation under Section 25(9) of the Customs Act, 1969, determining C&F values in line with relevant legal provisions and the Customs Rules, 2001.
