Federal Cabinet Approves National Housing Policy 2025, Promotes High-Rise Development

ISLAMABAD: The Federal Cabinet has approved the National Housing Policy 2025 along with its implementation Action Plan, establishing a new national framework for the housing sector after almost 25 years. The previous national housing policy was approved in 2001.

The new framework places greater emphasis on vertical housing, affordable finance, regulated land use, energy-efficient construction, and climate-resilient development. It also calls for efforts to shift informal settlement residents toward planned high-rise housing.

Policy Focuses on Nine Key Areas

The policy outlines a broad strategy covering land availability, housing finance, construction services, building technologies and materials, development of secondary and intermediate cities, informal settlements, affordable and rental housing, institutional reforms, and environmentally sustainable construction.

Housing finance is another major component. The framework recommends expanding financing options for low- and middle-income households through measures such as interest subsidies, risk-sharing arrangements, microfinance, Islamic financing and digital financial services.

Stronger Push for Vertical Housing

A central direction of the policy is to encourage multi-storey and high-rise residential development as an alternative to continued horizontal expansion.

The government has also stressed the need to protect agricultural land from uncontrolled urban growth and ensure that new housing developments comply with applicable zoning regulations. The approach is intended to make more efficient use of limited urban land while accommodating growing populations.

For developers, the policy could gradually increase the importance of land-use planning, density considerations and compliance with approved zoning frameworks when planning future residential projects.

Energy Efficiency and Climate Resilience

The policy also introduces a stronger focus on environmentally responsible housing. New developments are expected to incorporate energy-efficient standards, including better insulation, natural ventilation, efficient lighting and energy-saving construction materials and technologies.

Climate resilience and disaster preparedness are included within the broader housing framework, reflecting the need for residential developments to respond to environmental and weather-related risks.

High-Rise Housing for Informal Settlements

Another significant element is the proposed use of vertical housing for the resettlement of residents living in katchi abadis and other informal settlements.

The policy recognizes the difficulties involved in relocating informal communities into formally planned housing. Its high-rise approach aims to accommodate larger populations within a comparatively smaller land area while providing more structured residential environments.

However, the effectiveness of this approach will depend on the availability of funding, suitable projects, formal ownership arrangements and cooperation from provincial and local authorities.

Policy Developed Through Consultations

The National Housing Policy 2025 was prepared with input from Pakistani and international experts and developed through consultations involving federal and provincial institutions as well as development partners.

Federal Minister for Housing and Works Mian Riaz Hussain Pirzada described the Cabinet’s approval as an important milestone, particularly given the long gap since the previous national housing policy.

Link With Affordable Housing Finance

The policy’s approval comes alongside government efforts to expand subsidised housing finance through programmes such as Apna Ghar. The broader housing strategy and financing initiatives could complement each other by addressing both the supply and affordability sides of the housing market.

While the policy promotes greater access to housing finance, its recommendations regarding subsidies, risk-sharing mechanisms, microfinance and other financing tools will require further implementation by relevant institutions.

Implementation Will Determine the Impact

Cabinet approval establishes the policy direction, but its practical effect will depend on how federal, provincial and local authorities implement the recommendations.

No detailed province-wise enforcement schedule or specific implementation timeline has been provided with the approval. The treatment of zoning, high-rise construction, energy standards and informal-settlement redevelopment will therefore become clearer as relevant authorities begin translating the policy into regulations and development programmes.

Implications for Developers and Property Buyers

For developers, the new framework signals stronger policy support for planned, high-density and vertical housing, particularly in areas experiencing rapid urban expansion. Compliance with zoning requirements and emerging energy-efficiency standards may become increasingly important for future housing projects.

Property buyers and investors should, however, continue to evaluate individual projects based on their approved land use, development permissions, NOCs, infrastructure plans and applicable regulations. The National Housing Policy provides a strategic direction for the sector, but it does not by itself constitute approval for any particular housing scheme or development.
