Finance Ministry Directs AGPR to Stop Allowance of AGP Officers
The Executive Allowance of the officers of the Auditor General of Pakistan has been stopped by order of the Finance Ministry to AGPR.
Regarding the suspension or recovery of Executive Allowance paid outside the federal secretariat, the ministry has sent a letter.
The Ministry of Finance has noted that various departments outside the Federal Secretariat, including AGP, are receiving Executive Allowance during an examination of the Federal Consolidated Fund’s expenditures statement.

According to Finance Division’s Office Memorandum F. No.10(02)R-312018-297, issued 19-07-2022 and 17-02-2023, the Executive Allowance is only available to Federal Secretariat personnel in BPS 17-22 (private secretaries are not eligible). Ministries and Divisions only, as specified by rule 2(vii) read with Schedule-I of the Rules of Business 1973, are included in the term “Federal Secretariat.”
The letter advises you to instruct AGPR and its subsidiary offices to examine the Federal Consolidated Fund expenditure figures and make sure that no one who has not been specifically authorised is given the Executive Allowance.
Additionally, it is demanded that such payments stop right away and that the already made payments are recovered. It goes without saying that the Federal Cabinet, acting only on proposals from the Finance Division, has the authority to provide Executive Allowance.
It’s important to remember that the Public Accounts Committee (PAC) also instructed the finance division to disburse Executive allowance for AGP officers, but the ministry has not done so to date.
